Yes, if you only had one or two contracts to look at it wouldn't mean much. But they have thousands of contracts to look at, and if 99% of TPAs fail to follow the player it's more than suggestive that they are what we all know they are.

The inducement to sign is still hard to prove, particularly when the club is allowed to introduce the player and the TPA sponsor. They just aren't allowed to negotiate it or guarantee it (unless your on the eels board)

Purely because they haven't had a real leader for a very long time. The commission has been a complete and utter failure and they topped it off with appointing Toddles instead of a good operator!

They wouldn't know where to start to fix the salary cap and 3rd party deals. Bronco's, Roosters and Dogs have too much influence over them and they don't want to fight them.
