He may have just used the family thing to get out of his raiders contract to start with because the thoroughbreds could give him tpas that earned him more money than he was on (not necessarily cheating though). If he could earn significantly more at the storm he may have been happy to go or just used the offer to sure up more tpas to keep him. Or he did as you suggest and stayed for less to be with his dad. Maybe but I still think either option is conceivableNah, it's pretty well know down here that the kid really struggled in Canberra. "Regardless of money" might have been a bit of hyperbole, but based on what an NRL club would be prepared to offer under the cap he was never turning down a million a year from Brisbane for an extra couple of hundred grand in Melbourne.

They haven't cheated.
However unlike the majority of clubs in the NRL they have access to business men that are more than happy to look after them outside of what they earn under the cap. They use the lack of transparency that the TPA system has. They also have it set up properly where it is well away from the day to day running of the club itself.
The Roosters also have that same advantage.
It only highlights the fact that as much as the NRL will argue that the salary cap evens out the competition it will never be truly transparent until all third party negotiations are made accessible to the NRL as well as the signed contracts.
The Broncos also are lucky that unlike the clubs that have been caught playing outside the rules that no one has blown the whistle on them and talked about their administrative processes.
Obviously not stupid enough to mark it down in their board minutes either.

If the money came out of the club, rather than from 'arms length' TPA providers then it would have to be recorded.
