And in which part of the Crimes Act of the ACT is it a criminal offence to consume the alleged substance again?
Unfortunately I do not know the crimes act of the ACT.

However as far as I know, cocaine is an illegal drug in Australia. Maybe ACT doesn't fit under that.

If they are on camera with possession and usage of said substance, they should be in trouble.

Easy way to find out do a test.
Greenberg was asked if they had the power to spot check drug test them through ASADA and he said yes, then he was asked were they going to and the weasel avoided the question. Love the double standards 2 weeks is all the both of them will get.

Almost as bad as Papali only getting 2 weeks for his 3rd driving offence and the last when he was blind drunk behind the wheel.

We've been through this about 100 times. That is an offense involving driving a motor vehicle. That does not mean that having the drug in your system is illegal. It is illegal to consume a drug and then get into your car and drive.

My point is that having the drugs in your system, whether they impair your ability to drive or not, results in a charge. So the zero tolerance stance is not about road safety, it's about virtue. They are casting a net to drive a change in social drug use habits rather than road safety. If it was about road safety, they would not have a zero tolerance stance.

The offence is still a driving offence, rather than a drug offence. The two have to be done together for their to be an offence.

Speeding? Parking ticket?

Terepo was given 3 games for drink driving. By memory he hid it from club and was high range.

If Papali other offenses where small and was mid range then 2 weeks is probably ok.

I dont think players should miss games. It hurts the club and fans.
Hit them where hurts. FINES.

And bring a table in so they know.

This was the most telling thing for me. He said they have the option and if they "decide" to take that option it is within their rights.

Is he f**king kidding? Wouldn't dragging them in to take a drug test be the VERY FIRST thing you do in these cases?

Giving them a test wont necessarily mean the nrl suspends them now ... the nrl's 2 strike policy would see em get nothing if its their first time getting caught
