If by some miracle they don't have a former top-level employee who's so wracked with guilt that they're willing to spill their guts to the NRL and the police even if it means being charged with fraud, then yeah they might get away with it.... But how likely is that?

Greenberg was confident no one else was rorting the cap so there wasn't a need. Unless they recorded their board meetings or they have a disgruntled ex employee happy to give them up the NRL will do squat. They don't want the scandal.

I really liked Bigfella. He was funny, but he was also very insightful

I never talked him up, I just put shit on the idea his coaching record at the time had anything to do with his ability. Likewise with Stuart's record at our club. Both were victims of very poor squads, which were themselves the result of our unstable club's attractiveness as a player destination.

Well, yeah - but they wouldn't need to audit everyone, though. I mean, they wouldn't have to audit Melbourne or Brisbane or Easts, for example.
