Because part of Benji's new role at the Tigers is to manage the roster. So if he wants Papalii on the roster, he can enforce the current contract I would imagine.
Because he is trying hard to press him to stick to his agreement. Normally coaches don’t want players that don’t want to be there but Benji must have a connection with him.
Could Parra currently sign Paps to a contract that begins when his Tigers contract expires as he currently has a contract with us?

As he should. Paps is signed there for a while so he’s going to have to get used to liking it there. I’d absolutely be enforcing that contract if I was the Tigers and making it as clear as day in the media so the speculation goes to bed. The longer this drags on, the more reservations Paps would be having.
We could, but it’s probably within the NRL’s power to not register it, which means the contract isn’t binding.

Well we don't know how Niukore et al or their replacements would have or will perform so risk is the only factor that matters when judging recruitment/retention decisions.
We also don’t know what those 3 signed for so we can’t tell how much risk they are either.

Ergo we won’t know their value either. Best to compare the results of the gaining club vs the losing club, and even then we’ll only really have evidence of overall cap utilisation rather than value of any given contract.
