This is what I have mentioned in the past. I dont think they see Russell as the backup 1 as he is usually on the wing or in the centres in reggies so it's most likely Perham.

Though Rankin has also played alot of 1 which I don't get either.

If Jake is our backup half, then why dont we have a backup fullback who plays there regularly in reggies?

Why stick Rankin there? Play Rankin at centre (we have Waqa and Oppa for centre and also Marata) or in the halves. I mean, is that Jack A williams guy ever gonna play NRL for us?
