Dylan Brown will definitely be worth more under the new cap, due to his age. Moses won't be worth more, again due to his age.
All of these decisions are for 2024 onwards though. How good will Moses and Drown be during those years? Drown is likely to keep improving over the next four years while Moses will decline.
Yes, Moses' offer is absolutely dependent on contract length. We could offer him $1M through to age 35+ to sweeten the deal but we will likely be hurting in those final years.

The per-season amount isn't the big deal here, it's the extra year. I'm sure we could get him cheaper per-year if we offered him five years instead of four. But that last year is a massive risk. Even the fourth year is a risk. Do we want to take the risk of Moses on $1M+ at age 35, or let the Tigers take it?
Only if you think 33 and 364 days is no different to your age at your 33rd birthday. It's not birthdays that make athletes less effective with age, it's wear-and-tear, plus natural athletic decline.
