Ideally you want to use them (top 30 spots) on blokes who are proven performers in reserve grade. Maybe a hot prospect who wants more money than you can pay him on a development contract. Only Talagi, Tuivati and Sanders fit that bill.

We'll never know what the 'right' or 'wrong' decision was, not even in hindsight. The reason is we don't know the opportunity cost of any given decision. Was Manly wrong to let go of JWH? They won the comp a few years later, and there's no guarantee they would have won any if they'd kept him. Manly lost their sombrero when Penn took full control of the club a decade ago.

Development contracts are for young players with NRL potential, not for toilers who go well against kids their own age. Jersey Flegg player of the year is an encouragement award.

We already have Yates, who also killed it in Jersey Flegg (click 'Video on Facebook' to see it):
Plus Yates has an extra couple of years of development under his belt than Lenaz.

It will depend on his development over the pre-season. He is only 18. Blokes his age can improve significantly in an off season. But also, development list doesn't mean they will play reserve grade, it means they will train full time. Talagi is in the development squad and he's never played reserve grade.

Arthur and Penisini only played half the year in Flegg, Lenaz played basically the whole year. Notice how the guy who was awarded player's player also played most of the year in Flegg outside of being injured and a small handful of games in cup?

Do you think Lenaz is a better player than Jontay or Mataele who are Flegg age but played most of the year in Cup?

Definitely him. Other 'proven performers in reserve grade' (who aren't already top 30) are Cini, AMS, Yates and Keir. Uninspiring, but might be worth minimum salary.

Lenaz is a tough player I really like the way he plays 13 but he is not in the same league as Arthur as a dummy half.
