Problem is that opens young kids up to major injuries. What if a 19 year old winds up having to be chucked into FG before his time as a concussion replacement in the seventh minute after playing 65 already? It'll do more harm than good, these kids aren't professional athletes yet.
It would need to be reserve graders IMO.
It takes away the the ability to "cheat" the rule. And I am sure every 20's squad has a few players that could sit on the wing for 65 mins in first grade.
You wouldn't pick a player not physically ready.
