The NRL doesn't have any power to prevent players earning money. It just prevents clubs from accruing competition points if they are spending too much on players, including where they try to circumvent the cap through TPAs.

The NRL still needs to be assured that those TPAs aren't associated with the club. It is 100% a restraint of trade, a court said it was. It doesnt matter what the NRL does, if the $$$ a player earns through their own means or their own IP, nothing to do with the club, is included in the clubs salary cap, the club wont sign that player and restrain their ability to earn money FFS because the club wants to earn points.
