Only on the salary cap.22 minute mark. First sentence basically says enough. All teams have the same amount of money to spend.
There is so much spending that occurs outside the cap, and it correlates directly with onfield success. Or else clubs wouldn't spend it.

Penrith Panthers have revealed the price of success – $17 million the club spends on football teams each year.

"If you can afford to do it" makes it clear that not all clubs can afford to spend as much as the Panthers. Therefore they don't all have the same amount of money to spend.
