NRL clubs must have at least 24 players in their Top 30 roster by November 1,
28 players by the Monday prior to Round 1, and
the full 30-player roster must be filled by June 30.
Clubs usually lock in their main 2026 squads, featuring 24-28 players, during the preseason before the season starts.

I can't recall the first date?
But I'm sure the whole 30 need to signed by end of June/July (I think).
@Vic Mackey or others would probably have better knowledge of this.

my info is that we currently have 28 in the top 30 however both Bunty Afoa and Javon Andrew’s who are on Dev contracts automatically get upgraded to top 30 after June 30 so we won’t be signing anyone unless we move a player on. If Bird is moved then we’ll have a spot available

When Bunty and Andrew’s move to top 30 Phoneix Godinet and Christian Taupau-Moors move from train and trial to top 30.

I’ve heard we’re in current negotiations with an experienced forward for 2027 and if we get him will try and bring him here this year.
