Certain trolls who have repeatedly broken the riles are banned for life... if they coem back they are banned again.

yes and yes... usually they get a suspension for a month or so... if they stay away and behave when they come back then no issues.. but if they get banned and keep coming back under different aliases, like PW then its an auto life ban.
