From what I can gather, La Reole XIII was meant to move up to Elite 1 but was unable to afford it. I'm not 100% sure but I think they're a late entry into 2. The French club websites are truly 1990s awful, btw

it's representative of the volonteers running the game unfortunately, and the fall off in youth since the 70s. they are dinosaurs, they do their best, but no one is stepping up to replace them.
