I'd start with refs penalizing shit that results in a three week suspension. If they can't get that right god knows what hopes they have with suspensions.

I'm amazed that the refs will purposely slow down play too use the bunker to see if Blake Ferguson went into touch on a non try scoring play, but cant use it to penalise a player that commits an act of foul play that results in a potential 3 week ban.

Priorities !!
