NSW skipper Paul Gallen is shocked at the ARL Commission's decision to outlaw the shoulder charge and claims reducing the number of interchanges would have been a better step.

The commission reviewed a detailed report into the shoulder charge conducted by Sydney Roosters chief executive Brian Canavan and made the decision after a meeting on Tuesday.

It accepted a management recommendation that the increased size of players was creating a situation where the shoulder charge could lead to an unacceptable injury risk.

The review found that shoulder charges made up 0.05 per cent of the 142,355 tackles made in 2012, with less than four per cent resulting in injury to the attacking player and less than one per cent to the defensive player.

Seventeen per cent resulted in contact with the head of the attacking player.

"I'm still in shock,'' Gallen told Triple M radio.

"We don't want players getting hurt, but it's taking some of the toughness of the game.''

"When you have a look at the highlight reels they're all big hits, the fans love shoulder charges.''

Gallen said reducing the number of interchanges would make it harder for bigger players to produce so many huge hits.

"Personally I think it would change a lot of things,'' he said.

"If you have blokes who are 115-135 kilos scratching around, they would simply have to lose weight and become fitter.

"It will make the bigger men tired and certainly take the collisions out of the game.

"People are always complaining about the lack of halves and players not taking on the line, but when you're 85 kilos running at someone who is 130 kilos it is going to hurt, especially when they are fresh.''

Gallen's Cronulla coach Shane Flanagan echoed his skipper's sentiments and said he was concerned at how the new ruling would be interpreted.

"It sounds easy but it's not,'' Flanagan told AAP.

"How do they determine that a player wasn't affecting a tackle when his shoulder comes into contact with the head?

"This can happen sometimes when a player lowers his centre of gravity when running with the ball. I just want to know the difference between that and a shoulder charge.''

Flanagan said reducing the interchange from 12 to eight would encourage more playmakers to come into the game.

"It would see more footballers who are not just athletes,'' he said.

"We are too athlete-based. We need to become more football-based. This would bring the smaller players back into the game and make fatigue more of a factor.''

NRL interim chief executive Shane Mattiske said banning shoulder charges would reduce the potential risk of serious injury to players.

"The commission has gone through a thorough review process and been public in warning players about the risks of illegal play,'' Mattiske said.

"The report shows that the shoulder charge is not a significant part of the game and its removal is not likely to impact on the way the game is played.

"With the increase in size and strength of the players, we believe this is the time to eliminate a potential risk.''

NRL general manager of football operations Nathan McGuirk will consult with the game's Competition Committee to finalise proposed rule amendments in relation to the shoulder charge.

The proposed rule amendments will be put before the commission at next month's meeting.

Arhhhhhhh farkkkkkkkk I hate the modern game.

Be prepared, be very prepared for a drastic increase in sternum injuries to defenders.

Those defenders that previously braced for impact by turning their shoulders into the attacking players. Especially an attacking player who is in the process of being tackled by other players and still has momentum going forward.

Oh well.

Least we have not got the charge of wresslin' yet. But give em time.

I want to see the definition of a shoulder charge.

I mean, what if I am lurking on the blind side of the ruck and Quigs takes it up on an angled run without seeing me there and I go WHACK, shoulder under the rib cage and Quigs on his back struggling for breath.

Would that be a shoulder charge?

They need to define it.

They should of just enforced their own rules and come down hard on shots to the head. This decision is a fallout from the referees, judiciary et all having no balls.

Oh and keep the fuggen lawyers out of the judiciary FFS.

If I was Quigs and you got me with a good hit like that. I'd make a point of getting back to my feet as quickly as possible. Even considering I was struggling for breath.

As I leant forward to play the ball I would just grab a handfull of your jersey and go through the motions. Now once the ball has cleared the ruck and play goes on you would be hindered by my continuous grip on your jersey.

Once you started squealing like a showpony stuck pig I would simply revert to plan retaliation. I'd wait for you to throw a ben craigh style bitchslap. Once your swat has landed I would then commence to give you a fist beating frontier style.

And another thing.... an angled run. What the farkkkkk is an angled run. Blockheaded props of absolutely no repute never ever do angled runs. Its always head down full bore straight ahead. Angle runs be farkkkkked. Only cechins do angle runs.

Yeah its a bullshit decision. Punish players that hit the head and thats it. A shoulder charge to the head should be heavily punished but let the rest stay on as usual. A huge part of the game.

rugby union has out lawed the shoulder charge for ever
but they define the shoulder charge as a tackle that does not use the arms

wade graham againsed the broncos was given a no try because the shoulder made contact with the head of the fullback and then he dropped it
with the rugby rules it would have been aloud as he was trying to make a tackle with his arms but first contact was with the shoulder
as if the refs calls are not bad enough with out this rule. it will realy open up a can of worms for us all to get even more pissed off about

does anyone have the felling this new board of the nrl is a bit wacky

nsw gets 2 games this year when we should get one

sbw will be on the nrl ads when he totaly dissed the code and will probally be with the roosters for one year

whos maken the rules now, gallops gone and seems like the headless horsemans in charge

Good to see player safety taken more seriously. Will be interesting to see the injury stats at the end of next season to see if it actually has any effect though...

I would like to see a study of the most common cause of head injuries from last season. I think head clashes, accidental elbows and knees and the good old got it wrong when going in for the tackle would rank very highly. Not sure about shoulder charges though.

I know. Lets increase the value of a drop goal and penalty to three points and when forming the scrum the ref must utter ' 'Crouch, Touch, Pause and Engage ' before the ball is thrown into the backrow. The ref then blows a penalty. Not for the backrow feed though but for some innocuous infringement that no one can fathom.

Lets f**k up the game completely!

That's only 71.1775 tackles, or 2.737596153846154 per week of the regular season.

with less than four per cent resulting in injury to the attacking player and less than one per cent to the defensive player.

4% of 71.1775 is a meagre 2.84 of shoulder charges that result in injury to the attacking player

1% of 71.1775 is a mere 0.711775 of shoulder charges that result in injury to the defending player

Seventeen per cent resulted in contact with the head of the attacking player.

That's only 12.100175 shoulder charges that "went wrong"

If the gutless curtises that make up the jude, the board of the NRL/ARLC/whatever, the refs and touchies etc etc had of dealt with 12 charnts who fugged up with a decent suspension and/or fine then the problem would of gone away by itself.

Completely stark raving mad.

Me too. I think one of the commonest you didn't mention is the old contact with the head and the ground. That one really knox charnts senseless, be it accidental or not. These ones give a true Coup and contrecoup injury.

played footy from 8 - 22 y.o.a.

got headhighed, bodychecked, shouldercharged and kinghit plenty of times(as we all have).

the only time i got knocked unconscious was from contact with the ground(was heavy concussion too - out cold for nearly an hour with serious memory/cognition problems(and the worst headaches i've ever had)for over 6 months.

played again 2 weeks later.(80's)

Youse all probably know by now that I am not a very religious man.

But I've just said a little prayer. I prayed to the God Lord, prayed to Muhumod, Buddah, The Virgin Mary, the Krout Pope, held a bible in my right palm, the Koran in my left palm.

My simple request was to please allow this present bunch of Sharks to win a premiership within one or two seasons so I can for once in my life escape from this ongoing torture that they now call the NRL.

Its like watching someone slowly torturing your very own children before your eyes.

The farkwits are slowly killing the game - I loved it once - I don't anymore. My love and loyalty of the Sharks is the only thing holding me to the game.

When we win that's it for me.
