If they are serious in doing this then Warriors will be crazy to let Shaun Johnson go as he will benefit the most. Damien Cook will also get a lot out of this change.

One change I think will be beneficial is that in addition to time limited stoppages, all stoppages should be off the clock.
The benefits:
* Adding at least 15 mins to a game and requiring greater player endurance
* Greater value for the paying public, they won't spend 1/4 of each match waiting for players to pack scrums and take drop outs and goal kicks.
* Greater revenue as we will provide more football to broadcast
* The better teams will have more time to overcome poor decisions and bad luck to win games
* We will take away much of AFL's benefit in providing more telecast time

I don't think the game needs to get "faster"as this will lead to opportunistic tries and lucky scoring from broken play such as quick taps which create breaks from defence that is out of position or hasn't had a chance to reset..
Breaks and tries should ideally be the result of skill, strength, talent, and speed.

Watching Slippery Morris tap and go was one of the greatest ever sights in RL and there should be more if it
If you want to pick big bumbling forwards who slow the ruck down etc then there has to be an upside for the opposition.
If they want to speed up the game get rid of the bunkers endless slow motion replays
One replay in real time and an immediate decision.

The idea that fatigue will create more running football hasn't really been borne out by evidence.

Look at what happens whenever the ruck speed quickens in the area up to the 40 meter line of the defending team. The player at dummy half will invariably go for a run himself, because it is easy meters.

If the ruck speeds up, we may find that our ballplayers become even less relevant.

If we played reserve grade prior to the main game, a rule could be re-introduced that all players on the first grade bench are to have played at least 40 minutes in reserve grade played that day. So any player who played 40 minutes or more in reserve grade can be a substitute for a player in first grade. The rule 'once you come off, you stay off' with a limit of our many substitutes that can be used would curtail the opportunity to abuse the system.

In addition I'd like to see officials addressing players by the number on their back and the dominant colour of their jumper or their club name. No more first name basis. Players to only use the name sir when addressing referees and only when invited to do so by the official.
