A bit of talk of the Development, it seems that the original Development deal, signed back in 2011, did not stipulate a "Sunset Clause", a date to finish the project.
When the contract was renegotiated in late 2018 there was no way the builder was allowing that in, which I get as I wouldn't either if it had been left out.
So from putting together what they're saying, or not saying more to speak, they are waiting for certain aspects of the builders requirements to be finished before construction can take place. If they were to take the hand over now the future burden would be on the club, not the builder.
They don't say this, I'm just reading between the lines, and having dealt with construction and contracts for a long time it seems very feasible to ascertain that's where they are at.
