It sounds as though ultimately it is the responsibility of the home team to time sin bins.
As far as I can see, Manly are absolved of all blame. They don't have a time keeper.
Then it goes to Melbourne, who complained.
So it falls back on the NRL!
Regardless, how does this wrong get righted?
My problem is that the NRL official - and sideline ref - won't let players back on the field unless they are given the go-ahead, and that Manly ignored the legitimate complaints of Melbourne.
To the letter of the law as soon as Melbourne raised a complaint (in having deferred to Melbourne), Manly should've immediately called their players back, and the NRL should've stopped them before entering the field. They did not.
If Manly did indeed have its own official, it's even worse.
