Why?
They haven't made enough money to truly be worth it since the early 90s, and rep-player payments have gone through the roof in the last decade. Add on decades of mismanagement in the Northern Hemisphere completely devaluing International RL as a product, and the IRL attempting to kneecap Australia, and NZ to a lesser extent, through the eligibility rules as a shortcut to competitive competition, and you've got yourself a waste of time and resources.
And before you pull the "good of the game" nonsense; instead of begging SH nations to tour every year, England would be touring France, Ireland, and the Home Nations regularly and playing them and/or other European and NH nations yearly if they truly cared about the international game beyond how it can benefit them, but they're loath to for the exact same reasons that the NRL is loath to tour England.
Furthermore it isn't a coincidence that the RFL's and English RL in general's obsession with international competition has coincided with the game's decline in England and the UK more broadly, as it's only worked as sugar kicks that have distracted from the serious issues that need to be addressed domestically before the sport can start genuinely growing again.
In other words you're putting the cart before the horse, figure that domestic shit out and the International competition you so desire will work itself out along the way. Until you do the sport will remain a borderline irrelevant niche sport that can only draw a descent crowd out of a sense of patriotism a few times a year like RU and the Wallabies here in Australia.
