Harper is one of the most experienced merkins in reserve grade ffs. 65 games and not yet 26 years old. He's definitely top 30 quality. But with a WPYSA18 of 4.25 he isn't top 17 quality.

He may be for us at the moment but we need to raise the bar.

Anyone with 60+ NRL games will always be top 30 quality. At least until they’re too old to keep up. The question is how cheap you can get them. Believe it or not there is demand for Harper. At minimum salary, every club in the NRL would take him. In the UK he is a starter at probably any club. It would depend on whether they wanted to burn an import place on him.
