Lock, does a player's previous "form" count for anything in League tribunals?

Union tribunals are certainly full of "given the player's previously unblemished record" type verdicts.

league weeks and union weeks of suspension are so different. league 16 weeks mean 16 games while in union it is 16 weeks (in time) tipoki will only miss 4 games of super 14, 2 npc games and maori games. thats like 9-10 games.
