Must be different out east, schools programs don’t produce sports jnrs in WA, the local amateur clubs do. in all sports.

Over here we have that but the NRL clubs run programs for the best from that.
Perth NRL side will likely have their pathways work with a school or schools. To get the program running along side the NRL team.
If they have say a squad of 40 in Harold Matts, It benefits them to have the kids not playing getting the same from school/weekend games or the side will go no where
Not just NSW.
Blake Mozer was a highly touted kid
The Broncos for example has been getting elite training since he was 15.
He was still playing for local club and was at Kebra Park school getting further specialised training.
Although as highly rated as he was and all that stuff he has still only played 2 NRL games.
So it shows that even that is how hard to develop regular NRL players.
