it was a negotiation with ARL, agreements were reached about who would stay and go, picks were made by each side. Melbourne was a secondary consideration after ARL wanted Perth out in place of suburban sydney clubs. What if they’d chosen to back Perth instead of Melbourne. Thatone hundred million they pumped into the storm would’ve turned things around
