Might come as a surprise but most of the discussion leading to the “tools down” didn’t revolve around figures/finances/costs.

I will say this though. When the day comes that Cook doesn’t want to do politics anymore there’s a job for him elsewhere, should he want it.
It sounds like its far from just awaiting sign off after the election then.

From what I just heard its done. WA has stuck to its guns and refused to bankroll the club or pay a license fee but has offered all the stuff it originally planned. Stadium, training centre, jnr funding.

If the alleged spend reports are correct its a great win for the new club and the game of Rugby League in WA.

- increase Perth’s rectangular HBF Stadium from a 22,500-seat venue to a 27,000-seat venue and upgrade the stadium’s facilities to ensure the new team could earn up to 70 per cent of its game-day revenue from corporate partnerships.

- The cost of opening HBF stadium is estimated to be $150,000 each game, but the government has offered a period of rent-free use for the NRL.

- an injection of $25 million (joint funded by the City of Fremantle and the state government) into a temporary high-performance facility at Ken Allen Field in Fremantle while a long-term centre of excellence, which will double as a community asset, is built in Malaga.

- introduce rugby league into the curriculum of up to 24 high schools in the Perth metropolitan area and fund community development officers to ensure that the elite program is linked to the community grassroots programs.

- in-principle agreement to match, dollar-for-dollar, any funding from NRL Western Australia.

I wonder where junior development i.e. HM & SG Ball etc will sit with that funding arrangement.

Does the funding match include the above or is it for the local competitions, schools, DOs and state sides only?

Its likely elite sides will sit with the club, if we run them. Might be where the 1:1 matched funding fudnign comes in. So NRL pay 50% of cost and WA govt pay the other 50%.

I had every confidence the Western Bears would run those sides but will the NRL owned club? or will they farm the best WA kids out to NS? Will be interesting to see.

No, it’s been proverbially “over the line” for some time. Definitely in-principally agreed to for months. Honestly, nothing has really changed since their meeting in November.

There has been reduced estimation costs and closer to the mark budgeting for the stadium upgrades courtesy of the Watpac estimation team. Purely ECI engagement. Hence why that cost figure has changed since its original report mid last year.

Do you know if the stadium upgrade is two full sides or just the main side and maybe a roof over that stand at one end

Cummins had stated both HM & SG were set to go for the summer of 25/26 but they are not cheap to run.

I'd hope worst case that will just be pushed back 1 year .... considering Tony Archer was happy to shut Pirates down when he was the GM of Pathways and Performance I'm not confident that a NRL run side will run those programs without government support.

Can’t comment on that.

That is admittedly a work in progress. I have some tidbits on what the basic frame work will be but it’s really too early in its development to comment on it tbh. Get WA Labor over the line in the election first and it’ll all start falling into place over time.

Why not

That’s why clubs get a grant of 5 million over the cap

Indeed wa should have two sets of elite pathways one in wa (paid for by the club) and one in Sydney (which the bears would pay for)

The Western Bears were going to fund 4 key positions ($400-500k value) a year for NS to support them improving their pathways. That's more than Norths LC put in. Be interesting to see if NRL/new club will now pick up that tab?

Storm ran without those programs for 20 years.

I'm not saying they are not going to be run, but definitely less likely than before October.

If BESIX Watpac (a construction company) are costing stuff, than an Architectural firm must have produced concept plans.

Sounds like a lot of money has been expended already.

Shouldn't be far off than

I answered it how I wanted too

Stop sooking you’re team will have two juniors pathways
you ignored my point, Western Bears where prepared to invest significantly to upgrade the under performing NS Jnr systems, and fund WA based elite pathways. Will the NRL owned club make the same commitment?

R&BB's reply above doesn't really guarantee that will happen.
He’s not giving you all his info for obvious reasons

My answer isn’t from him it’s just logic / an intelligent guess

You mentioned the storm didn’t for 20 years bc clubs weren’t getting funding like they do now

Maybe they will just rely on norths pathways and save money but I doubt it myself

You would think with the nrl owning it they will be having those pathways
