The influential AFL doing public and the officials have their fingers all over this.We do know or should the AFL are still looking at a 3rd fumbling team in that state.
Twiggy has monetary investment in the force,he would not be accommodating for an NRL teams to eat into his investment.
Then there's the WA Govt they are sh*t scared of offending the masses, the AFL etc.
Continually blaming PVL is a cop out.Whilst he may have made hiccups ,he was fighting against the formidable listed above and you need to make safe secure decision in face of this combo.

But if it’s ever going to happen…it will require the NRL taking a risk …all of those things against them aren’t going anywhere
