It’s really not. Perth absolutely needs a team first and NZ2 should definitely be before it. If PNG is happening that puts another Victorian team at best 4th in line.

The storm continuing to grow in Melbourne as they are right now is fine. There is no need to force a second team unless demand is clearly there. There are plenty of good places to expand to rather than forcing another potential GWS or suns like team.
