Actually,we already have a quasi trade process anyway, with some players taking a part paid release, like Walker last year, Hodges next.

The real problem is ensuring that all teams are equally attractive to players.
The league has to eliminate bias representative selections.
It has to ensure all clubs get equal free to air coverage.
It has to increase the advantage given to club/player loyalty.
It has to clamp down on current salary cap rorting/real estate/investment leverage practices etc.

And before anyone says it - I'm not a yes man to anybody.
