You just need to get rid of the niggle. Change the rules so that if someone does a chicken wing, some sort of choke hold, shirt pulling etc. you can put one on their chin. The instigator is outside the rules and has effectively started the fight so both blokes then go to the bin. Wrestling and BJJ are forms of fighting and have frankly replaced punching in the NRL. If the punching is banned, so should the wrestling and BJJ moves.

It that’s where it would be different - in the 70’s and 80’s you could get away with pure thuggery - today’s game with all the cameras wouldn’t allow that, so unprovoked, cheap, dirty violence would be clamped down on - however, a straightener for Pre-meditated foul play or shithouse tactics should be fair game and would keep the players honest.
