They are the apex predator for their enviroment, or location. Not THE apex predator, I think you're taking him out of context.
The Great White Shark is considered the apex predator of it's enviroment.
You throw a 20 foot croc in the water with a 20 foot Great White, and shark is shitting handbags for a week.
There are many factors to consider, Crocs don't see all that well under water, their whole hunting technique is done at a waters edge. They hunt land animals mostly, that come down to feed. A shark is basically an underwater ballisic missile with teeth. A shark can see better under water, has better sense under water and can swim better under water. Sharks are also very smart.
