The bowler is still able to bowl with whatever pace, line, length, cut or spin he can muster, and if he's any good he should be able to restrict the batsman somewhat. A pitch can only be so good. A concrete wicket still isn't a 400 pitch- there's no such thing as a 400 pitch.
