Why do bunker challenges randomly change if successful or not when changing the call against the team?

Roosters are successful with a negative outcome. Because call was technically incorrect. Yet sometimes other teams challenges change the result of the call negatively but they lose the challenge.

Its probably the most inconsistent part of the game where they retain / lose a challenge.
