So the only guy who has not previously played for the USA National team, OR for the USA Domestic Comp is Sam Carson, who was bought to the attention of the USARL by Steve Johnson. After all checks were made, he is a great young player and seems to want to help develop the game in the USA as a player.
And to answer the question on limits. My personal belief is that in any 17 man roster only 8 should be "non-domestic" players. This limit ensures that there is always a majority of domestics (9) in any named team, and always 5 on the field.
And by domestic, I mean a USA Citizen OR someone who can claim residency (usually 3 years) and has registered and played at least one season in the domestic USA competition. Thus having helped grow the game domestically.
That would seem (a) fair, and (b) ensure there is always ample opportunity for domestic players to aspire to.
Lets be honest, if you cant be competitive with only 5 domestic players on the field, are you really developed enough to progress past teams? With 8 "heritage players" whom we will assume all have at least high level QCUP or NWSCUP (or higher) experience on the paddock, can we not find a place for 5 domestics on the field at any time? If not then more work needs to be done on the domestic development.
