PNG had elaborate plans to enter a second side in 1998, the Rangers, to balance the Port Moresby Vipers, with the visiting teams playing two games a visit in either direction to ease costs. In the end a lack of support from the Qld Clubs put paid to the Vipers and any chance of a continued PNG presence in the Cup.
The colour and international flavour that the Vipers brought to the mainland was not enough to convince either the QRL to assist (considering that all Clubs were travel costs were paid for by the QRL except the Vipers who paid their own way - hardly fair) or to off-set the security concerns players had when visiting PNG (although from my personal experience even though the games were tough, the visiting teams were treated very well by the local officials and fans alike).
