EDIT - Fixed. Option wasn't available to begin with. Finally came up after 15 minutes or so.

We couldn't access the eels bay either so got tix in the bay behind. Pretty poor form form the NRL/ ticketek

But I think you're partly right, I heard from MJC that it is because he has maxxed out his Opal trips this week, so the train journey is free.
Either that or it is quicker to get the train down there than the taxi from Avalon?
