Just wanted to clear something up - Channel 7 do
not have the rights for this series and are simply choosing to pass it on to Fox. Channel 7 bid only for home tests and 80% of the BBL.
Fox was the 'lead' bidder in the partnership. There was a bid team from Seven and Fox, a bid from Nine for test matches only and a bid from Ten for the whole summer of cricket. The Seven and Fox bid, with Fox offering the bulk of the cash, was the winner. See this article:

Basically the point is, FTA networks get first crack at these events, but they have to field a competitive offer and there is no legal requirement for them to show a sporting event should they choose not to bid. Essentially, Ten could not get anywhere near the bid of Fox/Seven, so CA were not compelled to accept the bid. Fox's bid stipulated they got every ball of the summer live and ODI's and T20I's exclusively.
So just to be very clear - it is not just this ODI series not being shown on free to air TV; It's every home ODI for the next six years.
