I think people should stop quoting and RL stats during the 1996 to 1999 period

The fan base and sponsor base was fed up with SL greed

Club profits were incorrectly propped up by News Ltd buyouts

Eg in 1995 Cronulla was bust and being run into the ground

Souths actually made the criteria cutoff but the NRL rejected a sponsorship deal they had in place. But it meant no Penrith. Souths were unlucky that the 1985-89 period wasnt be used as a measure rather than a rebuilding period impacted by the SL War

Balmain actually made the cut too

That would have meant Norths and Wests as the two clubs to miss out

Easts benefited by not having juniors in the criteria

While today membership not just LC asset base is a valuable criteria item

But take the $10 mil grant from ANY club and it will struggle financial in a few years

Some excellent points! Even the so called "desired number" of 14 was wrong. Wonder how the competition would be fairing if 20 clubs were at play after the 'so called' deal in 1997? I'm suggesting it (the NRL) would be dominating Australia wide by now. To think that the criteria had no room for junior numbers! Astounding!

If I was setting up a new competition from scratch this is how I would set up a new competition:

NSW Clubs
-Sydney 'Central' 1
-Sydney 'Central' 2 (two of Bulldogs/Rabbitohs/Roosters/Dragons)
-Western Sydney (one of West Tigers/Eels//Panthers)
-North Sydney (one of Sea Eagles/ Bears)
-Newcastle Knights

QLD Teams
-Brisbane Broncos
-Brisbane 2
-North Queensland Cowboys
-South East Queensland (Titans, but more of a share between GC & Ipswich)

Other Australia
-Canberra Raiders
-Melbourne Storm
-Melbourne 2
-Perth
-Adelaide

Other International
-Auckland, NZ (Warriors)
-Wellington, NZ

I would then split it into two conferences-- play each team into their own conference both H&A, while playing one game against the teams in the other conference (7x2=14, 8x1=8--- 14+8=22 games a year).

'Name of great NZ league player' Conference
-Auckland
-Wellington
-Melbourne Storm
-Melbourne 2
-North Queensland Cowboys
-South East Queensland
-Western Sydney
-North Sydney

'Name of great AU league player' Conference
-Perth
-Adelaide
-Canberra Raiders
-Newcastle Knights
-Sydney Central 1
-Sydney Central 2
-Brisbane Broncos
-Brisbane 2

If this is the route you want to take, why not have the conferences the 'Arthur Summons' Conference and the 'Norm Provan' Conference seeing at the end prize the Provan-Summons Trophy.....?

I like your idea - 16 teams, great spread throughout heartland territory and frontier cities.. but I think a 2nd Melbourne team is a long way away.

Dropping that, you could have some decent NSW representation as follows...

* Newcastle (Knights)
* Central Coast (East Coast Roosters?)
* Northern Sydney (North Harbour Eagles?)
* Western Sydney (West Sydney Tigers?)
* Central Sydney (South Sydney Rabbitohs?)
* Illawarra (Dragons)

3 Sydney teams, 3 regional NSW teams.

A bonus is that many of the teams could be the oldest club identities - Roosters, Rabbitohs, Tigers all stem from foundation clubs.. and if Manly fell over & were to be replaced by the Bears, you'd be pretty close to where we were before the 1947 & 1967 expansions.

ignoring any history/past, and purely based off of population, demographics and tv/sponsoorship money I think I would go these for the 16 teams + 2 next expansions

01. North Queensland
02. Brisbane 1
03. Brisbane 2
04. Gold Coast
05. Newcastle
06. CC/North Syd
07. Inner/East Sydney
08. West Sydney
09. South/South-West Sydney
10. Wollongong/South Coast
11. Canberra
12. Melbourne
13. Adelaide
14. Perth
15. Auckland
16. Wellington/South Island

17. Melbourne 2
18. Pacific Islands
