In light of the large presence of various Pacific Island cultures, I would actually like to see the NRL expand the indigenous round to be a celebration of all indigenous cultures throughout all the Pacific.

Yeah, probably because the NRL make these types of decisions from a political viewpoint, rather than making these decisions with thought and empathy to what the purpose of an indigenous round should be.
