Probably, but even if it wasnt....this is the level of cheating that the NRL needs to deal with when it comes to coaches. Actual professional competitions around the world don’t allow it, some even ban refs from officiating matches involving their rivals.
Titans were getting absolutely torn to shreds on both edges when it was 13v13 though. I reckon Panthers score (well, they did) anyway.
