Sounds like bullshit. Being that inconsistent about applying salary cap rules would just leave Schubert and the NRL open to a lawsuit. They would definitely challenge the fine and succeed.
I think you have a point here. I am sure there are a set of rules and the NRL would be mindful of demonstrating that they have followed a process.
However, it seems that they can be hit and miss when it comes to the rigour around which these rules are enforced (witness them missing the major rorts of Bulldogs and Melbourne versus wanting to understand the ins and outs of a dodgy book).
I guess it is also down to how open and transparent a club wants to be. I have done audits before and it is always easier to find non-compliances if the people being audited lift up their skirt and tell you all their secrets.
Law abiding clubs like Parramatta can be an easy target for the NRL to show that they are doing a great job and the salary cap is 'biting'.
