    Storm? The 2 AFL cubs had licenses in the AFL. Norths are NSWRL, they don't have a license to relocate.

    Maybe, if they are to be team 18. If they're going to be team 19 then probably not. You can't really announce team 19 if you havn't decided on team 18.
