I think the young Canberra side had a bit of stage fright in the first half....they gifted Penrith 22 points.

I think the young and inexperienced bit is overdone a lot of the time. More often than not, the most insipid Raiders efforts, like the first half, come from the more experienced players not turning up to play. The young guys have generally been fine.

I agree.

Herbert had gone back behind the tryline before he even touched the Penrith player.
It doesn't matter if he came from an offisde position, fact is he was now back on-side.
Where did Braybrook want him to go to get onside.....once he was on the tryline he was onside and you can't be offside in your own in-goal area.....
The commentators were driving me nuts when they were talking about this while waiting for the video ref.

Finally someone who knows the rules.

You are only offside as long as you have not retired past the point where the referee deems players to be onside (ie, where the referee holds the defensive line). In this instance, as that point was the try line, Herbert was quite entitled to take part once he had retired past the try line, as he had made himself onside.

I find it quite disturbing that Braybrook was ever a referee given his clear lack of knowledge of such a basic law.
