It depends. If it starts as two and one drops off, it's still two in the tackle. If everyone drops off, the next player in is the first as it's now a new tackle.

If you watched he lead in with his arms, it was more of a case that Stagg tripped over his feet when he went into to make the tackle. But of course since it is Matai no one will see it any other way.

Definitely looked intentional to me. Stagg was pretty much passed Matai until he sticks his leg out. He certainly wasn't going to stop him without sticking his leg out that's for sure.
