the penalty try rule doesn't demand 100% surety that a try would have been scored. It just has to be a high probability.

You can't not award a penalty try on the hope that Foran maybe could have somehow rolled Stagg over and held him up over the line. The odds of that happening were incredibly low.

These refs are so reactive rather than proactive. Should have been a penalty and on report for Matai and an obvious penalty try right there. Foran starts grabbing him 5 metres from the line and he still only ends up 10 cms short, penalty try every day of the week.

I still think there's too much doubt for it to be a penalty try. That said, this is the same referee who years ago refused to award a penalty try to Canberra when the ball was on the ground in the in goal and the Raiders player was tackled as he was diving for it so I'm not 100% sure Robinson knows what a penalty try is.
