Can someone tell me why it's apparently NRL policy that commuting one offence (shepherd/obstruction) can be negated by commuting another offence (voluntary tackle)? There is no other offence in the game that you are allowed to just have a do over with

I think it's to do with the fact that Norman gained no advantage from the player he would have run behind, hence no penalty.
