I think it's to do with the fact that Norman gained no advantage from the player he would have run behind, hence no penalty.

But he only didn't gain advantage by committing a voluntary tackle, and those are illegal. Should be a penalty either way.

Not saying its a particular rort in this game because try always judge it like that, I just don't see why they do. Its like allowing forward passes providing the receiver just falls to the ground after catching it.

Players lay down and take tackles all the time, just watch any run from the winning team in a close game with a minute or two left. When was the last time a voluntary tackle was actually penalised?
