Why is it the rule of thumb in peoples (and referees) logic that penalties have to be evened up?

If one team is more disciplined more than another,they should benefit from it over the side that has alternate motives (IE: Cheating or breaching the rulebook).

The penalty count has to be 2-2.

I don't think the count has to be even.

Even Easts fan Gus Gould mentioned them missing blatant forward passes. There was also a tackle in the air, a tackle off the ball. There is more to reffing than a penalty count.
