The fact a PNG team needs all of that proves they're not fit to hold an NRL licence.

Their Queensland Cup team relied on an annual grant from the Aus Gov to field a team.

When the Hunters entered the Queensland Cup the PNGRFL and PNG Gov said it was to provide Papuans with a pathway to the NRL. A decade later we've only seen one player progress to the NRL.

The only way this information could get to the media is if some one violated the gag order or if some one from the ARLC leaked it himself. If it's the latter then that's unprofessional conduct by a corrupt organisation. If it's the former then the club has violated the gag order.
