20 teams would be a failure, the end of rugby league because there would be no money left because clubs would have to be paying under developed Jim Beam cup players thousands of dollars to play 1st grade and get smashed week in, week out.
To put it simply, 1995 and 1996 when there were 20 teams it looked competitive but wasn't because of the top 10 system, in which made it harder to miss out then make it.
