How can the game expect to grow if they target the same people over and over, they certainly haven't exhausted their market opportunities. It's no different to most businesses, you entice new customers at the low end to then hope to upgrade them in the future.
Sure but my point is simple and I think you've missed it.
The majority of people taking up this offer should already be in their database.
If you want to target new fans think a little outside the box, turning round 1 tickets into memberships doesn't fall into that category. It's a lazy & inefficient effort at customer acquisition.
I understood your point but I disagree with it.
By that logic nobody is ever attending games for the first time.
It is not inefficient, it is a very simple way to entice potential supporters by making them members from their first game, with the hope of upgrading them in the future.
Even if they already had their data from attending games previously, they may not have ever considered becoming a member, this gives them a taste and a small sense of being stakeholders in their club.
I don't understand the point you are trying to make. As Timmah pointed out above it is not counted as a ticketed membership and therefore not counted in membership figures. What it does do is get people to go to round 1 that otherwise wouldn't/ From there the club has the ability to direct market to those new fans and hopefully the discounted tickets will entice them to go to more matches. If they do end up going to a few matches, a membership package may look enticing some of them may convert into full memberships.
What exactly is the downside?
The downside is it's not cost effective and it's lazy marketing. I don't know how many more times I can express that opinion for you to understand... I've only said it numerous times now across a few posts.
It's reflective of a larger concerning picture across the game IMO, criticism which doesn't seem to be going down too well here.
So what, a non ticketed membership is not counted in total memberships?
Since when ?

it is counted
As far as I'm aware some clubs count them in their membership tallies but some only include season ticket holders. Makes the whole thing pretty damn confusing.

Souths ticketed membership are probably closer to 20k - no idea what the official figure is on that. Their total memberships are well past 31k now
